Symptom: When trying to delete Tyto App the icon wiggles, but does not give you the "X" button to delete.
Possible Cause: Restrictions for Deleting Apps is Enabled.
Suggested Solution:
Check if you have restrictions set for deleting apps.
Settings > Screen Time > Content & Privacy Restrictions > iTunes and App Store Purchases > Deleting Apps (select Allow)
You need to enabled Content & Privacy Restrictions to make changes.
